联邦的核心是覆盖服务，由Onera、Capgemini和空中客车防务与航天公司（Airbus Defence and Space）开发。其目的是协调多任务规划，确保充分利用每一个观测机会，避免星座间的冗余采集。在验证测试中，覆盖服务部署在基于Kubernetes的云环境中，并在实际运行条件下进行评估：系统随后计算出跨合作卫星的优化覆盖计划。
